**Preamble**
We, the people of the Commonwealth of Dracul, united by our shared values of liberty, justice, and prosperity, establish this Constitution as the supreme law of our land. We aim to build a nation grounded in the principles of equality, democracy, and sustainable development, ensuring the well-being and happiness of present and future generations.
### Chapter I: The Commonwealth
**Article 1: Sovereignty and Government**
1. The Commonwealth of Dracul is a sovereign, independent nation.
2. The government of Dracul is a constitutional monarchy with a representative democratic system.
### Chapter II: The Monarchy
**Article 2: The Prince**
1. The Prince is the head of state of the Commonwealth of Dracul.
2. The Prince's role is primarily ceremonial but includes being the head of the armed forces.
3. The succession of the Prince is determined by hereditary lineage.
### Chapter III: The Government
**Article 3: The Chancellor**
1. The Chancellor is the Head of Government and is responsible for the administration of government affairs.
2. The Chancellor is elected by the Council of the Founders based on the popular vote of the people, every four years.
3. The Chancellor may serve a maximum of two consecutive terms (8 years), after which they are ineligible to run for the position until after the next term.
**Article 4: The Council of the Founders**
1. The Council of the Founders is a legislative body responsible for making and passing laws.
2. The Council consists of representatives chosen by the citizens of Dracul through democratic elections.
3. The Council holds the power to elect the Chancellor, based on the popular vote of the people, every four years.
### Chapter IV: Rights and Freedoms
**Article 5: Fundamental Rights**
1. Citizens of the Commonwealth of Dracul are guaranteed all the rights and freedoms recognized under this Constitution.
2. These rights include, but are not limited to, freedom of speech, freedom of religion, the right to a fair trial, the right to privacy, the right to bear arms, and protection against unreasonable searches and seizures.
**Article 6: Equality and Non-Discrimination**
1. All citizens are equal before the law and are entitled to equal protection under the law.
2. Discrimination based on race, gender, religion, or any other characteristic is prohibited.

**Article 7: The Judicial System**
1. The judiciary of the Commonwealth of Dracul is independent and impartial, ensuring justice and the rule of law.
2. The judicial system consists of lower courts, appellate courts, and the Supreme Court of Dracul.
**Article 8: The Supreme Court**
1. The Supreme Court is the highest court in the Commonwealth and has the final authority on matters of constitutional and legal interpretation.
2. Justices of the Supreme Court are appointed by the Chancellor and approved by the Council of the Founders.
3. Justices serve lifetime appointments, provided they remain in good standing.

**Article 9: Economic Principles**
1. The Commonwealth of Dracul promotes a mixed economy, balancing free-market principles with government regulation to ensure fairness and sustainability.
2. Private property and entrepreneurship are protected under the law, with regulations in place to prevent monopolies and ensure competition.
**Article 10: Taxation and Revenue**
1. The government of Dracul is empowered to levy taxes, duties, and fees to fund public services and infrastructure.
2. All taxes must be fairly assessed and applied, with transparency in government spending.
### Chapter VII: States, Territories, and Local Authorities
**Article 11: States, Territories, and Local Authorities**
1. The Commonwealth of Dracul is divided into states, each with its own local government.
2. In addition to states, there may be territories and duchies within the Commonwealth:
- **Territories** are regions governed directly by the national government. They may not have the same level of autonomy as states but are subject to the same rights and protections.
- **Duchies** are regions governed by a Duke or Duchess, appointed by the monarch. Duchies may have special cultural or historical significance and may possess unique governance structures, subject to national laws and oversight.
3. State, territorial, and duchy officials are elected or appointed according to the laws governing each respective area, ensuring representation and local governance.
### Chapter VIII: Public Administration
**Article 12: Public Service and Administration**
1. The Commonwealth of Dracul shall establish a professional public service to implement government policies and deliver services to citizens.
2. Public officials and employees shall be appointed based on merit and qualifications, with mechanisms for accountability and transparency.
3. Corruption and abuse of power by public officials shall be prohibited and subject to legal penalties.
### Chapter IX: Impeachment and Removal
**Article 13: Impeachment and Removal of the Chancellor**
1. The Chancellor may be impeached for committing high crimes, misdemeanors, or acts of gross misconduct while in office.
2. The process for impeachment shall be initiated by a formal resolution passed by a majority of the Council of the Founders.
3. Once impeachment proceedings are initiated, a special tribunal shall be convened to conduct a trial. The tribunal shall be composed of members appointed by the Council of the Founders.
4. A two-thirds majority vote of the Council of the Founders is required to convict and remove the Chancellor from office.
5. If the Chancellor is removed from office, a new Chancellor shall be elected by the Council of the Founders in accordance with the provisions outlined in Article 4.
### Chapter X: Electoral System
**Article 14: Elections and Voting**
1. All citizens of Dracul have the right to vote in free and fair elections for their representatives at all levels of government.
2. Elections shall be held at regular intervals as prescribed by law, with mechanisms in place to ensure transparency and prevent fraud.
3. Voting procedures and regulations shall be established by the Council of the Founders.
### Chapter XI: National Symbols and Identity
**Article 15: National Symbols**
1. The Commonwealth of Dracul shall have a national flag, anthem, and other symbols that represent the identity and values of the nation.
2. The design and use of national symbols shall be regulated by law, ensuring respect and proper representation.
### Chapter XII: International Relations
**Article 16: Foreign Policy and Treaties**
1. The Commonwealth of Dracul shall conduct its foreign relations based on principles of peace, diplomacy, and mutual respect.
2. International treaties and agreements must be approved by the Council of the Founders and shall be consistent with the Constitution.
3. The Commonwealth may participate in international organizations and alliances that align with its values and interests.
### Chapter XIII: Transitional Provisions
**Article 17: Transitional Provisions**
1. This Constitution shall come into effect on the date of its adoption.
2. Laws and regulations previously in effect shall remain in force until they are amended or repealed in accordance with this Constitution.
3. Provisions shall be made to ensure a smooth transition from previous governing arrangements to the new constitutional framework.
### Chapter XIV: Social Welfare and Public Health
**Article 18: Social Welfare**
1. The Commonwealth of Dracul shall recognize the importance of social welfare and support private and community-based initiatives that provide healthcare, education, and social services.
2. The government may establish policies to encourage and facilitate the availability of these services but shall not be directly responsible for their provision.

1. The government shall implement regulations and policies to ensure the protection and promotion of public health.
2. Measures may be taken to address public health issues and crises, including providing guidelines and support for private and community health initiatives.
### Chapter XV: Local Governance
**Article 20: Local Governance Structure**
1. Local governments within the states and territories shall have authority to manage local affairs and services, including zoning, local infrastructure, and community programs.
2. Local government officials shall be elected by the residents of their respective areas and shall be accountable to the local populace.
### Chapter XVI: Cultural and Historical Preservation
**Article 21: Cultural Heritage**
1. The Commonwealth of Dracul shall protect and promote its cultural and historical heritage.
2. Laws and programs may be established to support the preservation of historical sites, cultural traditions, and artifacts, often in partnership with private and community organizations.
### Chapter XVII: Citizenship and Naturalization
**Article 22: Citizenship**
1. The criteria for acquiring and maintaining citizenship in the Commonwealth of Dracul shall be defined by law.
2. The rights and responsibilities of citizens shall be outlined, including obligations related to national service and civic duties.
**Article 23: Naturalization**
1. Procedures for naturalization of non-citizens shall be established, including requirements for residency, language proficiency, and integration into society.
